"Governor of the West Reaches" would make sense for a Carmanian title for the governor of Bindle, Spol, Worion, and Jhor. These were in the WESTERN REACHES of the CARMANIAN Empire, which was more centered on Lake Oronin than the Brass Mountains. The old Carmanian heartland is divided up among three Lunar Heartland Sultanates (Satrapies?) as I understand it.
The current "Carmania" bears much the same relationship to Old Carmania as did Vichy France to pre-WWii France. Imo.
