Well, in my games, yes they do.
Obtaining rune magic, even the ordinary stuff is a big deal, and no rune magic would be handed out to anyone without a long talk from the priest outlining the powers of the magic and the responsibility of having it. For a spell such a shield 3 there is not a lot of responsibility here other than "this is the power of of our diety made manifest, do not squander it". They would also explain the best way to use the spell and that would include what strategies and power of the magic had worked before against the evil magics of other cults. A spell with such a reputation as Sever Spirit would be well known, if not often seen, and as such how to use your magic against this would be explained to show the superiority of your god over Humakt.
