I played it as an excuse for nobles to get drunk and exchange
secret handshakes. It attracts diletantes who glorify the
"savage nobility" of the Theyalan culture (having never experienced
it first hand). Kind of like a cross between the Masons and the SCA.
The priests are sorcerors specializing in storm magic.
