I agree completely with Ian Gorlick's "cheesy physics" -- I think the Glowline
reflects and concentrates Lunar power within its sphere, being shaped something
like a dome; this probably means that Lunar power outside the Empire was
slightly stronger before the Glowline was created to concentrate it within the
Empire and reflect some of what would otherwise have gone beyond its bounds. The
Arrolians believe so, if we remember their theology: that the Empire "died" at
the end of the Third Wane, when everyone could see that the Moonlight itself had
changed.
And Saravan is right, too: urban Lhankor Mhyites might well visit the Ivory
Tower rather than Orlanth's Hall to encounter their deity and attain initiation,
but out among the clans he'll be encountered in his tribal role and setting.
