Which was my understanding. David then goes on to describe Dara Happan citizenship, distinguishing it by using a capital 'C'. This is what I was talking about, as I thought was clear from my post - evidently it wasn't, so apologies for that. I would agree that Dara Happan citizenship (or Citizenship) rules are largely in place, although probably modified to account for the changes introduced by the Lunar Way.
