Very Possibly. This is the dread "solar [or anything else] parallax question", and is, even as we speak, Not Settled. Even supposing that such places do show clearly distinct views of the sun, then as we don't know how (apparently) "big" the Sky Dome is, we don't know much different they're going to be. "Estimates" of same vary from 40,000km across

Very Possibly. ;-) This effect exists, I think, but isn't, for the most part, much more of a factor than it is for Really Mountainous places in the RW. I recall that the Rough Guide to Boldhome goes into some detail about these effects there, but I imagine that it's not so very different from living due west of a dirty great big Alp (or Rocky, or whatever).
