Marring the Red Godess to Orlanth and turning him into a pawn in her game seems to me to be a "rather crass manipulation", a manipulation that changes the "whole identities of gods and pantheons full cloth", in this case, the Orlanthi pantheon.

And saying that the Red Godess was integrated herself into the cycles of the Cosmos along previously established mythic lines is an understatment. The lunar empire goes much far than this. Of course, they learned with other people mistakes (say, with God Learners mistakes) and understood that it would be better a soft and undercovered approach to the hard line of the GL. Different means, same end. It seems that the hero wars tell that the result is the same.
