Storm Bull organisation in Prax is clearly described in Cults of Prax :-
High Priests wandering about the plains, the most heroic , famous or powerful
taking charge if they meet up..
Initiates are loyal to the initiating Priest and a Priest can have up to four
Priests loyal directly to him. Priests are allowed to arrange their initiates
into whatever organisation they like. Their word is law.
OK, clearly 'Priests' have been GoGed into Storm Khans but I presume the same still applies.
Storm Kahns owe obedience only to Storm Bull but only respect to their initiating Priest. I think this bit about Storm Kahns only oweing obedience to SB himself is the one that gives the Storm Bull a bad image (organisation-wise). Since initiates aspire to be like the top bananas in their own cult they perhaps start to be less obedient earlier than they should
