Not in the latest version I saw, though that may not be definitive evidence...

Human PCs are the default; as the rule book can't list every cult, the troll ones were left out for the time being. The rulebook still has more cults in it than either its RQ2 or RQ3 counterparts, and the cult will surely turn up in one book or another soon.
