(2) who says that 'inherently evil' is an objective description of anything?
In any case, some GMs will want to run campaigns where the Lunar empire is corrupt, others where it is the most advanced civilisation in the world (and perhaps the accounts of its evil are Orlanthi propaganda). The current approach to writing about the world supports both groups, which is surely an advantage?
