Its difficult to see how, since the Red Moon hasn't been around very long, and doesn't have a 28 day cycle. OTOH, Shargash *does* have a 28-day cycle and is notably blood red in colour. Not exactly the most feminine of deities, to be sure, but there has to be some connection there...
