Have to correct myself here: Alakoring was of course responding to the EWF, chronologically speaking. When I wrote this I was thinking along functional lines: reducing priestly and increasing kingly power is presumably an efficient deterrent to wannabee-Lokamayadons. Not sure how it stops people from associating with dragons, though.
