I don't think the book is correct. The Founder could only be summoned by the Khan of the entire tribe. Having him channeled by every Waha warrior cheapens his special status somewhat.

IMO the core secret of Waha is the Survival Covenant - how to perpetuate life in a wasted land.

There is only one Founder per tribe, not clan. Clans aren't as important to the Praxians as they are to the Orlanthi.

The circumstances of Waha's appearance is obscure. He's isn't a summoned spirit AFAIK.
