Normally yes but not always. Contrary examples from the Real World are Egyptians (beast-headed deities) and the Aztecs (horrific deities). In the Gods of Glorantha prosopaedia, numerous examples of different representations are given. It also depends on whether the deity is friendly or malign.

I think the human Kitori depict him as a troll while the Torkani depict him as a man.
