a few more clarifications to astute questions.

When you go on the quest you either go for a personal powr or the (preferrred) clan benefit.
So if you go for the clan, then the clan has a bonus NOT to be threatened by drought. You perform the "How Mikko Smashed Aroka" ceremony and the rain clouds build up.
OR you have gotten the power to yourself, and you essentially have a ritual or a feat to increase the power of the rain clouds.

More or less, depending on your interpretation of that. But it{s pretty general so I'd suggest "Help it Rain" power.

You can do either of those.
