I'm not set on the details, but clearly Garzeen worshippers have a status among the Beast Riders that is similar to that of a hyena. Garzeen/Issaries worshippers are -- almost by definition -- Outlanders.  Beast Riders kill Outlanders for fun, profit, tradition, decree, and no reason at all. But they don't kill Garzeen worshippers that travel deep into their Plaines. Similarly, Beast Riders have not hunted the hyena to extinction in the Plaines, as they have with virtually every other large, natural predator (the lion, for example). They both have immunity from what would ordinarily happen (death) to an instance of their type (Outlander or preador, respectively).

I suspect that there is some hyena magic that allows Garzeen worshippers -- who I suspect are theists -- to survive in the Plaines -- where spirits prevail. It could be some sort of trickster thing.
