(Sorry if this hangs back a bit, but I have to pay my own phone bills, and 
contact my account once a day only...)

In X-RQ-ID 785, Boris answered to / asked Nick Brooke about how to regain 
divine magic on holy days.
(On Friday the thread continued, giving priests rather overpowering gains of 
3 points per day)

I'd suggest that characters who want to regain divine spells on high holy 
days spend the day in prayer and meditation etc. and partake in the service, 
then rolling for Ceremony.
If succesful, they stay for the necessary number of days to regain the magic 
(1 day/point of spell).
Although I stick with the "initiates: on High Holy Days only" concept, 
I'd give no limit to the number of spell points of a spell an initiate can 
regain over the years - I see little point in Storm Bull Initiates who call 
themselves berserks not to be able to regain this very spell. Instead, I'd 
have them perform successful ceremony twice before allowing them to regain 
one use of the spell.
(I'd introduce some more cult ranks as intermediates, about halfway to Lord 
membership (having mastered two of the skills) or acolyte membership, slowly 
easing the access to regainable divine magic.)

I do miss some common divine spells I want to outline here: (gamma releases)

Spiritual Reenactment 
1 point, stackable, reusable, ritual (ceremony)
to be cast to participate in or to facilitate a cult heroquest, e.g. as one 
of the Vinkotlings in the battle against the Luatha in the far west as 
described in the KoS description of the Lightbringers' Quest, or to open the 
heroquest path for some chosen few, giving them extra will (or the like).
Each event would have its own spell. Sacrificing for this spell is a sign of 
great piety (or despair).

Consecrate Ground/Altar
(Maybe as a one use, permanent variant of the Issaries Create Market spell, 
as ritual ceremony/enchant)
Hasn't anybody else wondered about how to consecrate a shrine? To consecrate 
a temple or otherwise more powerful structure, more castings or maybe POW 
sacrifices of the whole parish (or all its leaders) might be necessary.
This might also be a way to increase temple defenses.

We do take non-Glorantha scenarios, but in general I agree with MOB.

campaign.  I found the lists in the RuneQuest 3rd edition set and the fourth
editon manuscript to be very much lacking.  This has been cooked up over several
years and has been converted through several different game systems and
campaigns, so it may not all make sense, but most of it should work.

 I do believe you're confusing the Chaos and Disorder runes.  Disorder
would promote unlawful activities, not Chaos.  Chaos is the opposite of
lawbreaking, as well as of law.  Ompalam worshippers, for instance, 
would NOT break laws, nor would Gark worshippers.
