According to the standard threat levels, Joe Stickpicker Orlanthi has a 15 skill with Spear. Joe Peasant Pelorian has a 12 (or was it 8?) which is a low skill indeed. I don't think the 16 is high, comparatively.
Especially as the Hero Wars get into swing -- everyone's going to get combat experince whether they like it or not.
