I disagree, I think it's irrelevent. A throwing axe is just as inappropriate a defense against mind-affecting abilities as an up close and personal axe is. Like I said, the troll will get its chance to make its own action, but for the purposes of this situation, it has to *defend* against a mental ability. Axes don't cut it, if you'll pardon the pun.
