On the other hand, it makes Lighting type attacks, already fairly rare among the Orlanthi (usually Priests only) continue to be rare.

Remember, an Initiate can do any feat a Devotee can -- but a Devotee might have a better time getting into specifice and secret knowledge and spell subcults.

It keeps it restricted and away from the 'casual' initiate and in the hands of those more dedicated.
