I'd use it appropriately. Sorry (grin)

But if 'Tiny' is doding someone, I'd let it enhance his AP's. If he's trying to move something, I'd use it as a modifier for the reistance.

I tend to use smaller numbers for these things (Club Foot: 3) and apply them as a constant handicap.
