Seems right to me. Well, actually it doesn't, because a multiplier rather a bonus seems fairly dim (although I can see ways to justify it), but that's another debate...

I don't believe that they had carte blanche to increase their power by an infinite degree. Obviously they would have if they could have, and my assumption is that they couldn't.
