The list of Heortling keywords in the rulebook isn't intended to be a comprehensive one, just a list of the key PC cults. Elmal will probably appear in Thunder Rebels, along with many other Orlanthi cults not in the rules (though possibly still not *all* of them, as there are a heck of a lot).
