I think this is what Greg meant when he said something to the effect that you could only do each HQ once (lets ignore Harmast Barefoot for now...). If you've done the "lightning Spear" quest and got that 14w2 Lightning Spear then you can't do the quest again and get another one (and if it was your "Close Combat" that you bid then you can't pump it up subsequently to 3w3 and then re-do the quest to get a 3w3 spear, or to boost your spear to 3w3.
Things might be slightly different if you are doing a quest for the community. It might be possible to redo this sort of quest :- (a) for a completely different community or a different location - When the clans left the Holy country and moved into Dragon Pass they may have reenacted clan and tribal quests in the new lands to secure their place there. (although the changed circumstances may lead to changes in stations and encounters within the quest...)
(b) When the previous blessing has "run out". If the result of a quest is that a Clan's cows will give a higher milk yield for 10 years then after 10 years the quest can be re-enacted, possibly by the original questor (although if he is 10 years older/more powerful he may find the quest has become equally more challenging...)
or (c) Where the result that is looked for is completly different. If you have carried out Redalda's quest to stengthen your horses, and then your child is lost, it may still be possible to use the quest to force the Trickster to get it back. (Again the changed circumstances may mean that some stations are different than before)...
