I don't think they have been told that. They've been told that there isn't a number in HW that relates in a direct way to "Number of Cows" in any way that makes adding 4 cows a meaningful transaction of and by itself. The list of things you might choose to do with a cow are suggestions of reasons why you might gain 4 cows in a raid without automatically increasing either the size of your herd or your wealth rating...
