There's pipes and then there's pipes, of course. How many drones it has, whether it is blown by breath or with a bellows, the range of the chanter (the part that gives you notes), etc. all make great differences in "pipes" and how they sound. Also note that bagpipes (of various types) are known all across Europe, from Scotland & Ireland to Macedonia and Turkey, so you've got quite a few choices when you say "he plays the pipes".
