I can see three possibilities:

1. Higher of Standard Augmentation resistance or most appropriate ability
2. Most appropriate ability PLUS standard resistance (ie even -1 gets a +5)
3. Most appropriate ability, +5 per additional level (as you suggested).

Of the three, I think your suggestion sounds fairest, although version 2 might be better, as it has the extra resistance for, firstly, affecting another being with magic (standard resistance), then, additionally, inflicting a lasting affect on them.
