Actually, I think you can transfer your full "Initiate of..." rating over into "Devoted to...".

In game mechanic terms, yes. What's actually happening is akin to Initiation, as far as I can see, there is a HQ involved at a minimum (just like becoming Initiated), the 'convince the priests' bit could be played out to PROVE you are devoted, you can no longer support yourself by working for a living (not much of a limitation in ame terms, bt you better have SOME relationship to someone who CAN support you), and you now have a 60% time restriction to your deity, which the Narrator can play on to limit the character's actions and availability. You should also start to ensure the character acts in accordance to the deity's Virtues (or account for why they DON'T).

Basically, there are a load of things Devotees are restricted by 'in character' - how much are played out is up to you. 2nd edition will have more rules based restrictions, I believe.
