I was assuming that the original poster was referring to traditional "now you see me, now you don't" invisibility. You're right: other treatments of invisibility, like Unobtrusive or Hard to Notice aren't binary and wouldn't warrant that +20 Difficulty.
In this situation, I'd ask the player how he envisions his invisibility working before assessing any extra Difficulty.
