Firstly, it depends what the contest was about. Obviously, if the vampire's intent was 'run away', then it's unlikely (barring interpretation of the opponents' actions) that he'll get a nibble.

Barring that, I think that drinking the victim's blood is quite a slow and lengthy process, and I would require that the vampire get a relatively long time uninterrupted to perform it.

As to whether it can work after 0 AP, yes, I might agree. In fact, maybe ONLY after 0 AP (unless, of course, you run bloodsucking as a whole new, AP-reset, contest).
