Augementation, strong and toughness use in combat

hi,   

i have a small questiong concerning the two abilitis strong and toughness. so how do you use them? i use them in combat to agument the damage and the protection...but if you have good values in the skills you get really powerful and i don't think the is the right use of it...another posibility i thought about to use toughness like lending aps so that you have your "hit points" i would like to hear your opinion about this
