What I've tried to do is regularise a concept I've been using for a while, and have discussed on this list.
When it comes down to it, it's just an alternative way of expressing the same thing as APs. I just find this approach to be a little easier to manage in-game.
Any comments are welcome. Particularly if you have any questions about how to handle particular situations. I'd love to be able to add more spot rules, or enhance the example of play.
