I use both of these with, for example, "scared of rubble runners" contested with "brave", or "old age taken it's toll" for an endurance test that no *other* self respecting hero would fail at (simple contest).

I do not think this works with flaws because they are really quite weak, (and without much chance of increasing) so the effect is not worth bothering about. I feel that if Gardangar the Cruel has a "drunkeness" flaw they should suffer more than -1 on, for example, their resistance to someone trying to persuade them/seduce them/bribe them etc. who has first offered them booze. Gardangar's "Hate Lunars" ability is his highest so I feel that the
"Drunkeness" should tied to this, getting higher as his hate grows, while his
"loyal to clan"

remains constant and therefore less useful when a lunar hating clan enemy tempts him with ale to do something nasty to Lunars but against the clan interest.
