A flaw =13 would give you an auto-augment of -1 or -2 depending on what rounding rule you apply.

On the face of it, as Keith says, that's not a significant penalty at the 5w3 level.

However, if you were in a contest with somebody else who was also at 5w3 then it could tip the balance.
