IMO it all depends not on GM fiat per se, but on GM style and House style diktats.

Whatever feels comfortable is what you should do.

The flexibility of HW/HQ is a major feature of the game.

Your decisions on how to narrate various gamestuff should come from what you are used to and expect from a game, and not from the game itself.

Although I understand that there will be answers to your questions, as they appear, in HeroQuest, which will be released ...
