But HW does make a distinction. Sword Help would (under your interpretation) be used against one foe at a time, Killing Rain against multiple foes. Killing Rain would therefore suffer a higher resistance, as per the "multiple targets" table. I'd also expect Sword Help as described here to be an augment, whereas Killing Rain would be used directly, allowing the target to use his highest magical ability to resist, rather than the default 14.

I don't think this is so much a problem with the rules, as a problem of people not using the rules that are there. (Or, indeed, being able to find the rules that are there - roll on HQ!)
