The HeroQuest metaphor for this seems to be to keep the same ability, but give it a higher level (say, "Haste 10W2" rather than "Haste 17"). Naturally, this isn't feasible if you use default starting character rules, but if you want more powerful abilities, that seems to be the right way to model it.

Basically, you have two options: (1) Kludge the rules ("spells are more powerful than other abilities"), or (2) change character generation ("you can start with three spells at 10W2"). I think #2 is more elegant.
