The rules in the conversion notes apply only to the creatures listed, not to wizards/sorcerers in general. Since there is nothing in the HQ rules about tapping, something needed to be placed in the conversion notes explaining how the creatures work. There's nothing about duration because generally that shouldn't be an issue since it's only going to be narratorcontrolled "monsters" using the rules.

The statement is referring to tapping rules. Like spirit integration, tapping does still exist in Glorantha but will be introduced in the future since it's not everywhere.
