Quest.
I think it has to do with reducing the sheer number of 'special cases' that Hero Wars had. However, the base duration of blessings is 1 week. Which is a considerable advantage. If the liturgist wants to extend it from that, it increases the difficulty - however, its been said that the chief advantage of wizardry is the ease at which they can do community magics.
