I think it's reasonable to make judgement calls on how high or low a bid should be based on the riskiness of the character's stated action. For example:

"I bash at his shield and weapon a bit to see how well he responds to my attack - I bid desperation stakes, 30 APs!"

Is clearly about as bad a combination of stated intent and bidding as you can get. IMHO tyhere's nothing wrong with providing strong, or in some cases even mandatory guidance on appropriate AP bids.
