Tello Norri BECAME the goddess; She was most definitely not sacrificed. Rather she is the innocent, mortal part of the goddess. Her divine part is the goddess, of course, but since the goddess is a Great God she has many aspects, one of which happens to be mortal, and you don't get magic from worshiping mortals.

As has been pointed out, her followers get talents and spells. Talents are powered by the magician's innate magic, while spells either come from the Invisible God, or from cosmic law depending on your theology. Neither come from gods, so that most certainly doesn't prove that Teelo Norri is divine. A Saint possibly, but I'm highly dubious about that.
