I'd agree, assuming the said skill was used with more than the default Improv. For example with a -6, not just -3 (or is it -10 instead of -5?). Low levels of Improv are close enough to the ability to be 'related' The Close Combat Improv. Mod. is supposedly normally - 10 (presumably -5 for familiar but untrained weapons, like unarmed combat, or sword without shield), and for Close Combat I'd say you should learn the new weapon technique, not overall Close Combat, but related. In fact, of course, you could always opt to learn the new skill (the one you really wanted but didn't have) at 'related' cost.
