He has to join in to loan or transfer APs. Once he's joined in, he's a part of the contest, uses AP like everyone else, and his AP don't reset until it's over. He could be a Follower or Ally, adding his AP to someone else's, or another Actor just skipping his action most exchanges, loaning points on some.

Same thing. Once he uses AP, he's a part of the Contest, even if noncombatant.  And yes, that does mean if someone joins in late they have a full AP total, and, therefore, yes, it is a good idea to keep someone in reserve to do so :)
