The Humakti can force his/her way onto the tula, but he would be an enemy, right? The clan would need to take action -- can't have enemies wandering around. The Humakti might get away with raiding (can one person raid?) the clan, but eventually they will begin throwing all their resources into finding the perp and dealing with the situation. Nearby clans (at least the friendly ones) would do what they could to drive this guy out, too -- who knows what might happen next?

Raiding clans and Lunars have a social role that protects them to some degree. It would take a mighty powerful Humakti to be so scary that a clan wouldn't be able to drive him/her off.
