D = general resistance level, in this case the resistance of book to giving up its secrets, say 10. The default is D+20 unless otherwise stated so the Ontori has a bonus in effect.

If he has a skill of 10w in Read Foreign he's using against a resistance of 15, the other guy against 10, anybody else would be against 10w .
