I think you've got 2 things going on here.

If you're just rolling a single task -- in other words you use that magic to break the shield/sword, then reasonably it should be rolling against a 14.

Now, if you are using the feat as your means to some other goal (i.e. you are fighting your opponent and using the shield breaker as your ability) then the resistance will be determined by what the wielder is doing to stop you from your goal. (probably some combat ability in this case). Then the narrator will have to decide if the shield got broken during the fight or not. (I certainly would have it be in a bunch of pieces in most cases.)

At least, that's how I would do it. I'm sure many will have differing options.
