If this is in a charm it only provides an augment, supposedly to Call a Camp Warding Spirit. But there is no appropriate skill to do that, short of Open Spirit World, which is a bit of an overkill.
He could convert it to a fetish and thus gain the ability to actively use it...
So what value is there for such a charm?
