This is the key point.

To convert characters in existing RQ books, I suggest using a benchmark system something like this:

Way, Way More Powerful Than The PCs -- add 2+ masteries to major abilities Way More Powerful Than The PCs -- add 1 mastery to major abilities Slightly More Powerful Than The PCs --add 5 rating points to major abilities About As Powerful -- use same benchmarks as PCs Slightly Less Powerful -- subtract 5 rating points from major abilities Way Less Powerful -- 1 mastery less than your heroes

                                 or
                      treat as a group with collective values
                      equal to your PCs
                                 or
                      make defeating one such character a
                      matter of a mere simple contest

(The adding and subtracting is from the values of the PCs' main abilities.)
