He cannot be a Lay Member of a Saintly Order, only a Church. If he belongs to the Saintly Order, then he is an Orderly.

The formulari is not an affinity and feats cannot be improvised from it. The formulary is a collection of spells that must be learned individually. When casting the spells, he must return to a Liturgist and have the Talisman recharged as described on HQ p161. Hence a recommendation is for the noble to have a order liturgist as a retainer.
