I do hope you mean that he's got one Full Moon spirit (with the abilities of Expose Prejudice and Spread Understanding) rather than an Expose Prejudice spirit, *and* a Spread Understanding spirit...
Looking over the rules, they *are* a bit vague.
Page 18 says that an animist begins with one of each spirit listed in the specialized writeup, but that means the bold text ("Full Moon Spirits") under "Practice Spirits", *not* the abilities listed for each spirit. Most of the Five Moon spirits only have a couple abilities, but look at, say, the Contrariness spirits of Folorene on page 143 - you'd normally get one spirit, with a few (one to three, at narrator's whim) of the seven possible abilities.

Basically: you can, with narrator approval.

Neither, if they are People Talents - they are Talents, not Charms. *IF* they were charms, they'd be Common Magic ones, not part of the Spirit Moons Practice or From Dark traditions.
They'd only be raisable charms if your hero concetrates his magic - and if he concentrates he loses all non-Charm Common Magic abilities.

Note that the 5 common magic abilities you get at character creation would be split between People Talents and League Magic - you don't get 5 of each.
